Project title: Strategic Skills Swapping 4 Innovation Program: E+ KA2 – Strategic partnership in the field of youth Deadline of the call: 30 April 2015

Work in Progress – WIP4EU is an Italian association active in the field of europen project management of youth mobility and youth policy since 2008. We noticed that a lot of partnership and projects proposed have a lack of real structured actions that answer to the real needs of youth and objectives that aligns such actions to the most innovative practices and recommendations coming from Europe. So, The project we want to propose aims to experiment a new form of intend and approach to the European projects. Such new form can be explained as participative project planning through gaming, and it’s aimed to generate collective solutions to respond to the actual needs of the territory (cOFFice model). We want to involve proactive, brave and engaged youth organizations willing to undertake this process of new knowledge that will bring as final output an European network of project planning offices that shares deadlines to write together valuable projects. This network will act both at local level, thanks to the involvement of local stakeholders that will cooperate to the definition of the common projects, and both at European level thanks to the involvement of the youth workers trained in a period of mobility during the project. All this process is coordinated by the online platform of gaming, that will be also a way to spread the project’s results around Europe and make the network wider. For this reason is important that each organization will act as multiplier in its local reality by involving in the project other CSOs and Local authority so to have a wider network that will cooperate together on shared deadlines, so to create a valuable strategic partnership that will be transposed at European Level. The project foresees the following activities: 1. Partnership meeting in Lecce This phase will involve 4 representatives from each Country (at least 2 representatives from partner organization and Municipality, other youth organizations) in a 3 days meeting in Italy. Here will be explained the experimental model we’d like to propose (general objectives, purposes, methodology)and a common definition of the model in terms of expected results for each Country, strategies of involvement of the territory, visibility and dissemination plan. There will be also a simulation of what will be done during the local phase to set and start the model in the local reality, the cOFFice Week End.

2. PBA activites (Local) in each Country During the partnership meeting each partner will receive an handbook that describes the methodology and expected results about the local phase of local PBA; each partner will present a brief report about the context of young people, the policy for youth, the possible place where to carry out the cOFFice, the official local partnership at support of the initiatives and the specific field of action etc… In this phase there will be the cOFFice Week End, a 2 days meeting where all the stakeholders contacted previously will participate to a participatory project planning in order to define a proposal to submit according to the deadlines decided in the preparatory meeting. The process will be facilitated by 2 HR from WIP. This event will be also as official local launch of the project

3. Experimentation of the model – (start of the transnational mobility) – STRATEGIC SKILLS SWAPPING In this phase will start the mobility of 120 youth workers (20 per Country) that will join the cOFFice(s) around Europe according to their competences and topic of the project for a period of 3 months. This will be an occasion to borrow methodology of management of different cOFFice, learn about the working methods of NGOs around Europe, and each HO will benefit of the new competences brought by the youth worker according to the field of the project that is going to be applied. After the mobility phase there will be the realization of a strategic document that describes the experience of both mobility and the entire process held for each Country; this document will be presented to the Municipality of each partner organization that will validate the process with the intention to consider it valuable and useful for the growth of territory and to reinforce the PPP through participatory project planning process.

4. Final Event of Dissemination This event aims to disseminate all the project results and enlarge the network of youth organization interested in take part of the cOFFice space.

BUDGET EUR 300.000. Each partner will receive an amount of money variable from to 20.000 EUR to 30.000 EUR for all the project’s duration. The quote of cofinancing is 20%.
